It has and it will. But I think the change is on the order of 2 inches per year... about .3 miles in the last 10,000 years. The effect is too gradual to have been noticed.

Could well explain why there seem to be more atmospheric disturbances than in previous decades and I would expect more shifting of jet stream patterns than had been in the past as well. Those gravitational forces which we cannot see but we do experience have impacts on the atmospheres and dare I say oceans as well?
