...the "Justice System" is intended to replace Jihad / Vendetta / Vigilante justice. The notion being that the government can be fair to both the accused and the victim of crime. If the Criminal Justice System is shrunk, the other systems will raise their ugly heads. If justice won't go to the prom with ya, maybe revenge will.
