I would start by making sure that a large number of Americans got their proper representation in BOTH the House and Senate. I would do what's necessary to get statehood for the District of Columbia as well as Puerto Rico. That should help balance things out a bit and it could be done without taking ANYTHING away from any of the other states, including those represented by Republican members of the House and Senate.
