They're 9 billion light years away? Then the author is confused. There is no way we could possibly know that black holes that far away will collide in 10,000 years. At best, we might know that in 10,000 years, we will SEE the two black holes collide. But the collision occurred in the universe's distant past.

As for warping space and time, we detected vibrations from such a collision in 2016. The difference this time is that we're able to predict it versus just detecting it.
