The one problem I see is that some of the Congresscritters may be from districts or states where 150% of the average constituent income still is not enough to afford a second residence in D.C.

A possible solution would be to pay each member of Congress 100% of the average income of his constituents plus free rent in a Congressional apartment building. Even here, though, we'd have to be careful that the apartments not get turned into miniature mansions by the ever-scheming members of Congress.

They voted themselves pay increases at your expense.

For a long time I have said that the people who serve in congress should be paid 150% the average income in their district (state for Senators). The extra 50% is because they must have a second residence in DC. As their constituents do better they do better. And NO voting themselves pay raises.
