One of the reasons the Russian military is so weak is it's equipment was badly maintained due to corrupt mid level managers and offices re-directing maintenance funds to Swiss bank accounts, western real estate, etc....
Heck they are finding that some of the reactive armor tiles on the Russian tanks are nothing but painted cardboard.
