I think that's a side effect of almost any tyranny. The real problem specific to socialism... the problem that is always present... is that there is no incentive for anyone to contribute more to the system than his peers do. In fact, it's stupid to put in more effort than one must. There's minimal reward for doing so. 'Going the extra mile' doesn't exist under socialism. Everyone is motivated to be mediocre.
