Are there Criminal or other Penalties for Violating Constitutional Rights?

This is a real question. I am listening to Tucker right now and he is stating how one FBI event after of another "is a crime" and violates Constitutional rights.

Question: Are penalties specified anywhere in the law? Or is it just "shame shame" to someone who is found to have deprived someone else of Constitutional rights????? It is hard for me to believe the Founders and Supreme Court don't have mandatory (and reasonably severe) penalties...they wouldn't be that lame, would they? But I am not aware of any penalties EVER being applied. And the FBI obviously thinks there is ZERO chance of criminal penalties being brought against them.
