But MANY owe far more. And those who owe less are probably the higher income workers who've been actively paying off their loans and don't need forgiveness.

As you said, the program should be scrapped. Students should go to banks directly and apply for a loan the same as would anybody else. For collateral, they can put up whatever the banks will take. Perhaps 10 percent of every future paycheck until the debt is paid. And if they don't wanna do that, then too bad.
