I gave it a star, but I this sounds like a joke, even if enforced, if you look at the penalties:

Ohhhh, now we know why the Civil "Servants" aren't concerned about the law! This is a bad joke. The worst that can happen is you lose your job and pay $1000. The WORST...!
There isn't even a felony possibility!
