De, that is GREAT news about the almost-year round stream.
Find a way to tap it, or to tap it in an emergency (in an emergency nobody is going to have the time to be reporting you to any government; government will be in complete disarray and normal rules won't apply).
Even with something like solar panels you need to bootstrap power. I have a ton of PV panels so when all is going well I need near zero electricity from the utility company.
The problem is that when the utility company interrupts the power, for any reason, my PV panels won't work AT ALL. They actually need an outside source of ALTERNATING CURRENT to "bootstrap" operation.
If you can tap that stream for even a small amount of power it would keep you going through the night in terms of basic lights and AC for your freezer, refrigerator, radio, lights, etc. It doesn't take much.
In addition, you can use an inverter to give the signal something like PV panels will need during the day to bootstrap even more capacity. So, you have NO access to water for drinking...and after a week you are probably forced off your property and can't keep anything else alive, either.
It is bizarre to think it through but concentrate on CONTROL of at least a little of your water supply and a little of your power. It CAN be done. Do it!
In my case, in order to do that I need a backup generator or battery to bootstrap the PV panels to bootstrap the well pump and keep the freezer and a few lights working.
P.S. if you don't have a well pump yet, get a "Franklin". As far as I know they are the only well pump still made in the US and they should last for 35 years. All the rest are Chinese crap, no matter the name, and they have a mean time between failure of just over the warranty period...usually five years or less.
BUY AMERICAN or GERMAN for anything mission critical.
