Note: he didn't say "they have" as a fait accompli, but rather something now being discussed or -- possibly -- in process. Armstrong reads a lot and has contacts around the world, many in high places. So, what is his source; and what is the quality of the source? Unknown. But, as I said, if you believed something contrary to this statement before (which you probably did), I suggest you check your belief at the door.... By that I mean, and only meant, don't BET much on your opinion vs. Armstrong's statement. He has much better sources of news (and certainly of history) than most of us.
