Ukrainian President Volodymyr Zelenskyy announced minutes after Russian President Vladimir Putin’s annexation proclamation that he was submitting Ukraine’s formal application to join NATO. Putin has framed his invasion of Ukraine as a totemic struggle against the Western military alliance.
