In the olden days, such deals were not done.

I don't know anything about the drug charges, but I am sympathetic to the view that American demand is the bigger issue. (We have a similar problem and want a mirror).

Venezuela released seven long-imprisoned Americans after President Biden agreed to grant clemency to two nephews of the country’s first lady.
Saturday, October 1, 2022 5:42 PM ET

The two Venezuelans had been convicted on drug charges. A senior administration official called Mr. Biden’s action to grant clemency “a tough decision and a painful decision,” but said it was the only way to convince Venezuelan President Nicolás Maduro to release the Americans.
