I'd look into the proliferation of briefs over boxers.

Aside from that, they probably need to increase the survey size. I mean, nobody's come knocking on MY door asking to borrow a cup or two of semen. I'm confident that if they had, it would have knocked the number up by a few percent.

As for who should do the collecting... I nominate census takers and I.R.S. agents - though I hear clo used to be really good at that sort of thing.

I think it is global warming and rising semen levels.
Although it could be trans not being as fertile.
Or alien abductions and sperm harvesting.

Any other hypotheses?
