( From deep in the article. )

In 2016, defense spending was 3 percent of GDP and 15 percent of the federal budget, according to the Office of Management and Budget. Meanwhile, welfare programs — called “human resources” by the OMB — accounted for 15 percent of GDP and 73 percent of federal spending.

Zim : From a Strict Constitutional viewpoint, defense spending IS the job of the federal government. Welfare spending is NOT a job for the federal government.

Why should welfare not be a function of the federal government?
Because welfare requires the theft of resources from the hard working peoples in some States to 'provide for' the non-working peoples in other States.

I saw a lot of articles 'claiming' military spending was causing all sorts of problems and that welfare spending ought to be much higher or could be much higher if only we didn't have defense spending . . . .

But, three percent of GDP is not that big a bite. Especially when one realizes that without defense spending we would have to worry about China or Russia or other such unsavory characters coming and seizing chunks of our real estate.
