No, not unless they have committed a crime, or are in the process of committing a crime, or are suspected of about to commit a crime.

Constitution
Bill of rights
US Law
US Supreme Court.

Problem is many cops believe they are above the law, and have no problem violating someone’s constitutional rights

...if a half dozen gang bangers are walking around in your neighborhood at 3am is it ok for the cops to stop em verify their id and ask wtf they are doing?
