Their has to be a reasonable suspicion that a crime has been committed, is being committed, or is about to be committed. 

...yep and the scenario I described lends credence to any or all the above.

...no id? You can be detained until they figure it out.

They can’t just arbitrarily stop and detain you because you refused to ID yourself.

Their has to be a reasonable suspicion that a crime has been committed, is being committed, or is about to be committed.
