You’re still wrong. Just walking down the sidewalk isn’t against the law.
Nor is being outside at 3:00 in the morning.
Ya can’t detain someone and then try to figure out a crime. That’s not how it works.
A lot of cops pull that shit and get sued. It’s because they are ignorant of the law. Most cops in the US need better training.

Cops can’t just Stop someone and demand their ID.

Their has to be a reasonable suspicion that a crime has been committed, is being committed, or is about to be committed. 

...yep and the scenario I described lends credence to any or all the above.
