not to throw water at your posited thought, but my question would be "what is the difference between dogs and humans?".

There is one critical element that all humans have that all dogs or any other animal, do not have..

I think it radically amusing that it is not racist to admit that certain breeds of dogs have radically different intelligence levels, on average. But it is "racist" to posit the probability that different human breeds do, as well?

I suspect it may just be another attempt at equalization at any cost? Those who are smarter must be conditioned to not think, so that those who are not smart can think they are "equally" at the bottom.
