If Whoopi wants change, then she should tell black city administrators and black police chiefs to quit blatantly hiring thugs with past criminal records to populate their city police forces in the name of "woke" diversity.
But, of course, Whoopi doesn't want to do that because she would have to admit that her very own "woke" racism is the real problem in all of this.
