If I thought that the chinese balloon was a spy balloon I would have shot it down by poking a hole in the balloon itself and trying to recover the tech portion. If I thought it was a weather balloon and just wanted to use it for propaganda purposes I would have shot it down with a missile and left a debris trail 7 miles long so there would be no technical gadgetry to recover. That is "if I wuz King!"
