We’ve heard a lot about the abilities of the AR-15. Last summer, NPR reported that bullets travel from the AR-15 with such velocity that they can decapitate an adult. Rep. Bill Pascrell, Jr. informed us that a bullet from an AR-15 can liquify tissue and vaporize bone.
Now, as California’s Department of Justice weighs an assault weapons ban, Col. Craig Tucker has testified that a single round from an AR-15 “is capable of severing the upper body from the lower body, or decapitation.” Furthermore, it’s useless as a defensive weapon, except maybe when used to beat an attacker with it.

Uh, Col. Tucker ... you are now undeniably guilty of perjury ... and gross stupidity.
The original design called for a smooth-bore barrel (no rifling) because they wanted the bullet to tumble. The 5.56mm /.223 delivers a small (.22 caliber and only 55 to 69 grains in weight) bullet, after all, and they hoped a wobbling bullet would tumble and create a bigger wound. Rifling barrels has been standard for the past 200 years because it produces far more stable flight of the projectile and accuracy. The U.S. military rifled the barrels.
So:
Lie #1 - "... both the AR-15 and M4 contain barrel rifling to make the round tumble upon impact ..." The truth is EXACTLY THE OPPOSITE. The rifling causes a very tight, stable spin of the projectile. This is common knowledge.
LIE #2 - "A single round is capable of severing the upper body from the lower body, or decapitation." That is ludicrous fantasy. A .50 BMG round will cause a horrific wound, but even it with all its power, would seldom cause decapitation, let alone likely cut someone in half.

Lie #3 - "An M4 or M-16 on full-automatic is an area fire weapon: the auto rate of fire makes the weapon too difficult to control on a point target." Childish rubbish. The 5.56mm is a low recoil round and a 3 to 5 round burst is easy to control and keep on target. Maybe the colonel isn't manly enough to handle it, but most everyone else is ...
BUT, the civilian version - the AR-15 - is NOT fully automatic, so mentioning the military full-auto version is irrelevant to begin with. Besides, a much better area fire weapon would be a 12 gauge shotgun or a Thompson .45 ACP submachine gun.
Lie #4 - "At that range, it is very difficult to use a rifle as a defensive weapon, except as a blunt force instrument." Presumably, the colonel is referring to a range of 1 or 2 feet. But, if you allow your adversary to close within hand-to-hand combat distance (i.e., in your face), then even a pistol could be difficult to use effectively. You might be far better off, at that point, with a blade. Most civilian confrontations happen within a few yards - often inside a house. Most ARs have a barrel of 16 inches or less, are lightweight, are rapid fire (depending on how fast you pull the trigger), and are low recoil (so it is easy to stay on target). In truth, ARs are EXCELLENT defensive weapons.
