I don't remember where exactly I recently read it . . .
But it seems the ONLY ones who can investigate and prosecute the 'department of injustice' is the department of injustice. And I believe the article was suggesting that the States be given the right (and responsibility) for investigating and prosecuting (and jailing or executing) the 'department of injustice' for REAL Crimes committed by them.
