23 million x $1M bounty each = $23 Trillion. I'd say cheap at twice the price! Of course, since we are conservatives, we should be looking to do it less expensively! We can go after the top 1 million ringleaders for only $1 T - basically 1 years current "deficit spending". And we can probably offer "deals" to those slightly less culpable in return for willingness to finger and testify against the real top level criminals if their testimony leads to felony convictions or other reasonable justice.
