A photon, naturally, travels at the speed of light, and this means that for a photon time has no meaning. A photon originating with the Big Bang has had a tremendous 15,000 million year journey, but it took no time at all as far as the photon is concerned. To this photon, the Big Bang and our present are the same time.

Another way to think of it is that the photon isn't just a particle, and it isn't just a wave. It's also a LINE reaching from the present all the way back to the photon's time of origin. It exists everywhere on that line at once.

Moreover, a photon's track in Feynman diagrams is shown with no arrow, both because a photon is its own antiparticle and because time has no meaning for the photon which, is also why it is its own antiparticle. Photons move forward and backward through time.

Now I'm going to quote from the book because this gets confusing:

"If all the particle tracks were somehow fixed in space time, we might see an illusion of movement and interactions as our perception shifted from now forward through time and up [the particle's track]. Is the dance of the particles just an illusion caused by our perception of the flow of time?"

And here's the part I was looking for that really answers your question about the distant galaxies:

"The mystics and popularizers who seek to equate Eastern philosophy with modern physics seem to have missed this point, which tells us that everything in the universe, past, present, and future, is connected to everything else, by a web of electromagnetic radiation that "sees" everything at once."

Acts of observer-participancy - via the mechanism of the delayed-choice experiment - in turn gave tangible reality to the universe, not only now but back to the beginning.

So, now, after the launch of the James Webb Space Telescope, it would seem that galaxies far, far away must be organizing themselves for observation. I know this is the current theory, but I cannot imagine how the galaxies 10 billion light years away know they are being observed.
