A San Francisco Target store has put its merchandise on lockdown as the city remains unable to curb its shoplifting crisis.
Footage of a Target’s interior appeared to show aisles of Target merchandise protected by locks. Although valuable items have been locked up in the past, inexpensive items such as mouthwash, shampoo, and lotion are now being locked to guard against shoplifters.

The San Francisco area has been hit by a crime wave since the coronavirus lockdowns, which has led large retailers to close their stores. Walgreens, for example, has closed five San Francisco stores.
The National Retail Federation’s 2022 retail security survey ranked San Francisco/Oakland area as the second affected crime area, losing only to the greater Los Angeles area. The retailers listed body wash and over-the-counter medications as prime targets for criminals, who often then resell the items on the black market.

According to the New York Post:
Seventy-one percent of retailers surveyed by the association said they had seen a “substantial” or “moderate” increase in organized retail crime, with 55% saying that policies that reduce or eliminate cash bail for non-violent crimes in cities like San Francisco and New York are to blame.
While San Francisco’s murder rate remains far below that of many other major cities, an increase in violent crime there was punctuated by two recent high-profile attacks – the stabbing murder of Cash App founder Bob Lee earlier this month and the unprovoked crowbar attack of Fire Commissioner Don Carmignani a day later that left the top official fighting for his life.
A Whole Foods Market store in downtown San Francisco also closed two weeks ago.

San Francisco’s Board of Supervisors approved a police contract to hopefully mitigate a staffing shortage. The city police department hopes to replace roughly 562 officers that retired or resigned.
“People want our officers to focus on the open-air drug dealing, retail theft, home burglaries, and violence impacting our neighborhoods, but we need more police to deliver,” San Francisco Mayor London Breed said.

Mayor London Breed announced a major budget cut to the San Francisco police and sheriff's departments over the next two years.
In a press conference Friday, the mayor said $120 million in funding would be redirected from law enforcement agencies to instead be spent on addressing disparities in the Black community.
"With this budget, we are listening to the community and prioritizing investments in the African American community around housing, mental health and wellness, workforce development, economic justice, education, advocacy and accountability," said Mayor Breed.
"We are hopeful that this increased awareness and commitment will make a genuine difference and remove barriers to progress, especially for justice-involved people who seek successful reentry," said San Francisco Sheriff Paul Miyamoto in a statement. ...

After Black Lives Matter protesters last year demanded that cities “Defund the police,” San Francisco Mayor London Breed held a press conference to announce that her city would be one of the first to do exactly that. Breed cut $120 million from the budgets of both San Francisco’s police and sheriff’s departments. A spokesperson for the police officers’ union warned the cuts “could impact our ability to respond to emergencies.”
This week, Breed reversed herself in dramatic fashion, announcing that she was making an emergency request to the city Board of Supervisors for more money for the police to support a crackdown on crime, including open-air drug dealing, car break-ins and retail theft.
“I’m proud this city believes in giving people second chances,” said Breed. “Nevertheless, we also need there to be accountability when someone does break the law … Our compassion cannot be mistaken for weakness or indifference ... I was raised by my grandmother to believe in ‘tough love,’ in keeping your house in order, and we need that, now more than ever.”
Breed punctuated her emotional speech with an explicative.
“It is time for the reign of criminals to end,” she said. “And it comes to an end when are we more aggressive with law enforcement and less tolerant of all the bulls–t that has destroyed our city.”
What explains Breed’s 180-degree turn in less than 18 months? And what will determine whether she keeps her promise?
