I find myself moderately curious as to whether or not the kids parents gave 'him' puberty blockers. . . and or a sex change operation.
If they haven't - and the kid is just a guy running around in women's clothes then, if the parents REALLY want 'him' to try out for track then all 'he' has to do is dress like a guy and go for it. (And, as you said, if 'he' isn't physically as fast or strong as the more athletic types . . well life is all too often unfair.)
If they have . . Well, in my opinion giving puberty blockers or other 'sex change drugs' to little children is a form of child abuse. And 'sex change surgeries' is maiming and mutilating children.
Because, small children are incapable of making an informed decision regarding 'what sex they want to be'. And they are very impressionable. If an adult tells them 'Oh, you can change your sex if you want to' . . . I can just see a little kid thinking "I can be a girl this week and have a sleepover at Cindy's . . . and I can be a boy next week and play with Donny and his tonka trucks in the mud puddles . . and the week after that I can play princess with Dahlia . . ."
One can NOT turn a little boy into a little girl, and one can NOT turn a little girl into a little boy. Small children need a decent grasp on reality. They can understand if it has a ding dong it is a little boy and uses the 'Mens Room' and if it doesn't it is a little girl and uses the 'Ladies Room'. Simple, no confusion, and no mutilation of little kids. But before puberty they haven't a clue as to why boys and girls have different parts and they shouldn't have to worry about it.
