Penny was a loose cannon, forgot his training, forgot his self control, in a non-deadly situation... No knives, guns, just a character with mental problems, walk away, unless you can help the crazy, or settle him down, Penny decided to instead be an executioner. He tossed all his better qualities, hopefully pays dearly for taking the guy's life.. Put him in the same cell as 45!
