I suspect that the three Democratic Senators who voted to overturn this program knew damn well that Biden was going to veto it. Since they're all from Red states and are up for reelection in 2024, they needed to cover their ass even though they knew that it won't really make any difference in the long run, but at least they can claim that they voted with the Republicans.
