...Ga has a nice little outdoor burn law. Ya can burn whatever ya want as long as it is done in a protected pit and the wind isn't over blah blah blah miles per hour and appropriate equip to keep the fire under control and ya has to have a permit.

Actually. . . Both should be seen as 'protected speech'.

However, in the case of the potted plant, unless the perpetrator was hanging around with a fire extinguisher to see that the 'fire' did not get out of hand I'd be tempted to call it simple arson.

Lastly, what I think the perpetrator should have done was to simply steal the 'pride flag' and take it outside the school somewhere 'safer' to burn it. (Or if the whole pot was 'pride' steal the whole thing.)

'Pride' has no business being 'taught' in Elementary Schools.
