Back before the British Empire EVERY Empire and every peoples practiced slavery. Granted, there were some empires that 'co-opted the locals' and thereby managed to build an empire stronger and longer lasting than many others. But in those days slavery was a common practice all over the world.

But where most peoples on this planet eventually outlawed slavery - islam seems to still accept it.

I believe your original question was "Where will the next 'Shining City on a Hill' be found?

And I believe that that 'shining city' was due to America's attempt to enshrine 'Human Rights' in the Constitution - and NONE of the empires of antiquity had any such thing as a 'Bill of Rights'.

I do not believe America is in the 'empire business' any more - but Russia, China, and a lot of other countries are, or would be if they thought they could get away with it. And I don't believe any of the 'empire builders' care about 'Human Rights'.
