Virginia has passed a few new motor vehicle laws. Some good ones, and some bad ones.

Drivers will have to start moving over or slowing down — when possible — for vehicles on the side of a four-lane highway if they have their hazard lights on, displaying caution signs or marked with properly lit flames or torches. Violators would face a traffic infraction. It use to be that you need to only do this for emergency or road repair vehicles that had emergency/caution lights on. Now ya need to do it for any vehicle, even Joe blow pulled over with his flashers on.

Bad law. It will probably cause accidents with dopes changing lanes or slamming on their brakes.

Cops can no longer pull you over with the bogus defective equipment scam. Cops would claim you had a dim brake light or your tires looked bald just to get the opportunity to pull ya over and get your license to run ya for warrants. Or claim they smell grass and search your car. Now if they do that any evidence they find will not be allowed in court.
Good law, protects you from unreasonable searches and seizures ,4th Amendment.
