I believe 'they' know exactly what they are doing. Create a dumpster fire of a city and then the lying thieving turds in the congress will 'Help Them' by stealing mega-bucks from the rest of the country to 'provide law enforcement' (or housing or educational moneys etc. etc. etc.) thereby rewarding their demented behavior patterns.
I think 'We The People' need to roar at our so-called 'elected reprehensibles' and ORDER them to defund everything that is NOT the federal governments job.
I can just imagine the wailing and screaming from the liverazzis and the demo-craps if that was to happen.
