...I was in a restaurant one time where this kid was screaming and raising hell about something. I asked the mama if she would like for me to get the kid a plastic bag to play with. Maybe a couple of them TIDE PODS to chew on.

Hmmm ... I would have paid him in cash - the original bill plus a reasonable tip for the waitstaff, but no extra $50. And then, I would never darken his restaurant's doorstep ever again and would recommend the same to anyone who asked.

I don't like other people - adults or children - being loud and obnoxious while I am trying to enjoy a meal at a restaurant, BUT you cannot reasonably expect to impose an arbitrary surcharge for "bad parenting." If the owner believes the children are behaving badly, then he needs to confront the situation and have a talk with the parents, RIGHT AWAY, warning them to either rein in their kids or leave - not hit them with a random charge at the end.
