That sounds better than it is - primarily because the entire purpose of a fiat money system is to let the rulers spend without limit. If a Balanced Budget Amendment were passed, the rulers would include an emergency clause, then always come up with some emergency or another as reason to invoke the clause.

If we returned to backed money, it would be better, but there would eventually be violations of the backing agreement or a debasement of the backing. We saw how that works under Woodrow Wilson, FDR and Nixon.

The problem is that the rulers don't want monetary constraints, and there is no way to permanently constrain the people who have the power.
