The bill requires all immigration/amnesty court cases to be heard only by the corrupt judges in Washington DC. No other courts will be allowed to rule on these cases.
Every border crosser who is caught & released by CBP will be declared an amnesty case. Crossers seeking amnesty will no longer be required to provide any evidence they qualify for amnesty. The courts in DC will rubber stamp the cases.
They all will become voting citizens.
Which means everyone in the world.
