The state of New York now considers itself to be a third party in any contract it decides it wants to be a part of. Contracts in New York are no longer just between two entities. If the state wishes it will declare itself an “injured party”. And the will pursue civil cases against party’s that it doesn’t like.
The state is hoping to bankrupt Trump.
