Voter fills out ballot.
Puts into scanner
Scanner rejects ballot
Poll worker tells voter to just fold and put his ballot into box to be counted later.
Poll worker says internet is down.


Why would the scanner need to be on the internet to read a ballot?
I don’t think they are suppose to be on the internet. Probably meant that the network was down.
So I guess the data is stored on a computer that all the scanners talk to?
Shouldn’t each scanner have its own storage?
