I'm not real sure you understand how this game is played.
Both Russia and China have world domination plans. The United States is the biggest stumbling block in their plans for world domination. So when biden whines about Chinese aggression China announces 'war games with Russia', biden poops his pants and falls back in line.
Both China and Russia know the other has world domination in mind. Neither is going to trust the other any further than they absolutely must. And they both know that once the U.S. is 'out of the way' it will be largely a matter of time before they have to figure out who is going to dominate the world.
Both Russia and China have declining population problems. Russia is having severe infrastructure problems. China has a nicer climate. China also plays the 'long game' - they will be quite patient in how long it takes to eat Russia.
Both China and Russia have high levels of corruption. And both now have many neighbors who don't like them very much.
