There was a vote in Donbas and Lukhansk in 1991 they overwhelming wanted to be in Ukraine. My best friend is from Lviv and I lived in the CZ for 3 years, Transcarpathia was part of Czechoslovakia for 18 years officially and their history goes back even further. The Kraj I lived in used the Rusyn as border guards for hundred of years.
