Congress doesn't hold the money. Congress allocates the money. But once it allocates money, the Executive Branch often assigns it to the different departments and agencies since it is in charge of executing the law. If it tasks one of the agencies in the Executive Branch with paying $7 billion to 160,000 people, that agency probably already has the money it needs in some sort of a petty cash account and can do as the White House wishes.

Why do you suppose the I.R.S. just requested $104 billion when it asked for $13.2 billion in 2022... which was a 10 percent increase over its 2021 request? It's so it can do all sorts of things it never before had any business doing. There are over 500 federal agencies, and many of them have cash allotted for miscellaneous purposes.

Government sucks.

The Supreme Court said He could not do that..

Now what's gonna happen?

The Congress holds the money.. Without funds Biden cannot buy votes with taxpayer money..

I hope this gets litigated..
