Not to mention that I believe californica is working out how to charge ones 'electrical usage' based on ones 'economic status'. 

...also basing it on the time of day you use electricity. For example, the average working guy who will work all day and then have to charge his vehicle up for the next day during the evening or overnight will pay the highest rate. Just an "unintended consequence" of uncle Joe/s attempts to help the little guy.
