No, lil' dipsh!t ... the law you are referring to applies to "machine guns," which are defined as thus: 

... "automatic" is defined to include "any firearm in which a single pull and continuous pressure upon the trigger (or other firing device) will produce rapid discharge of successive shots so long as ammunition remains in the magazine or feed device - in other words, a machinegun."

No matter how you choose to slice it, lil' tyke, a bump stock facilitates multiple pulls on the trigger of a semi-automatic rifle; therefore, it does NOT meet the definition of a "machinegun" under existing law. So, again, the Supreme Court rightly ruled that bureaucratic agencies cannot make federal law - only Congress and the POTUS can do that.
