I have feeling . . .
That if the federal government's 'expenditures' were strictly limited to the Constitutional duties of the federal government . . .

That the government would not NEED more than a small fraction of what it is currently 'spending'.

Absolutely. Service businesses need to talk to customers and persuade them to tip a much higher amount in exchange for smaller bills. If done right, that could work out very well for all involved: customers, business owners, staff and government. Well, maybe not government.

I still haven't heard how government plans to make up for the lost revenue. But I have my suspicions.
