It's just a solid blue background with white lettering, and while I'm not quite sure, it could be homemade.
When I first saw it, I was puzzled, but then the realization dawned on me. I already knew it was the only Democrat household along that stretch of road because they also had a Colin Allred (Ted Cruz' opponent) sign in their yard.
