Well, one additional observation about this photo ... that appears to be load straps, rather than caution tape ... so, if properly ratcheted and anchored, that might actually do a decent job of keeping the roof from blowing completely off, as long as you're not talking tornadic winds or a Category 4 or 5 hurricane. If that's all you've got available, I'd say it's definitely better than nothing.
