The flight ceiling restriction for helicopters around the airport is 200 ft. The collusion happened at 300 to 400 ft. So the helicopter was violating the ceiling restriction.

The plane was cleared to land and was following the normal flight path.

The helicopter was warned to stay out of the flight path of the plane, warned to watch for the plane,told to pass to the rear of the plane.

Three on board,Two pilots on the helicopter, one male and one female. One instructor/crew chief.

Normal operations for ATC at Reagan is for a separate controller who only handles Helicopters. They were short handed last night. Didn’t have a copter controller, so one controller was handling both planes and helicopters.

Looks like a COMPLETE FUBAR by ATC - the controller directly at fault, directed the landing craft to turn directly into the clearly visible path of the Huey.

Accident, criminally negligent manslaughter, or other reason for such a blatant action ?

WTH happened that there was NO COLLISION WARNING from the software being used by the ATC ?
