The helicopter route that night was Ft Belvoir to Langley (CIA) back to Ft Belvoir. I don’t think it landed at Langley, just turned around and came back.
The mission it was training for. Continuation of Government. In case of war etc. Evac leaders from Washington to relocation sites.
