I wold not doubt that in the least. 'USAID' sounds like a 'lets give away lots of money'. Ways for the CIA to 'buy favors' and influence kleptocrats . . . . And, of course, under 'senile dog turd' biden yet another way to steal the taxpayers moneys to enrich his 'family and friends'.
